The overall objective of the project of which this
contract will be a part of is as follows: Supporting the transport infrastructure
development as well as reform processes in the transport sector in Serbia in
line with the relevant EU Directives and Regulations.
Purpose
To assume on behalf of the Contracting Authority,
Final Beneficiary and End Recipient function of the Engineer as set out in the
FIDIC „Conditions of Contract for Plant Design-Build for Electrical and
Mechanical Works and for Building and Engineer works Designed by the
Contractor”, Yellow book (first edition, 1999) during the Works contract
execution. More specifically, this Contract will provide to above mentioned
Contracting Authority, Final Beneficiary and End Recipient necessary technical
support, assistance, expertise and consulting regarding optimal coordination,
effective supervision and project and site management where the works are
executed according to FIDIC rules (Plant and Design-Build, Yellow Book) i.e.:
design, construction, trial operation, commissioning and acceptance of Intermodal terminal in Batajnica (Belgrade) resulting
in the Performance Certificate for the works.
Project description
The
site for intermodal terminal construction has been selected in Batajnica, near
the City of Belgrade, on the main lines of importance of international combined
transport (C-E 70 Šid-Beograd-Niš-Dimitrovgrad, C-E 79
Beograd-Bar (Ancona/Bari), C-E 85 Subotica-Beograd- Niš-Preševo).
The proposed
layout-plan for the future intermodal terminal was developed within specific
IPA project “Facilitating Intermodal Transport in Serbia” as a result of
different analyses carried out and experience and good European practice
considered by foreign and domestic experts in this area of business.
The future terminal in Batajnica is located in the industrial area, well connected to transport network of the main domestic and international traffic, designated in the urban plan. The terminal is thus located between the railway line to Belgrade city center, the “Rail Ring” heading south (Corridor X), and the future Belgrade road bypass (currently under construction and final phase).
Initial connection to the main train line is designed
at the Batajnica Railway station on the Corridor X. Due to topography of the
site, the new track heads out of the station in the curve, to position the
terminal parallel to the Corridor X railway line. A railway track of 600 m
needs to be constructed.
The road
connection will be realized through the service roads of the Belgrade bypass.
Intersection between the service road and the terminal connection road will be
solved as a three-point, at-grade intersection.
The aim of this action will be a greater
multi-modality and better interconnections with other transport modes and the
implementation of competitive and environmentally-friendly transport solutions,
which will efficiently combine transport modes by road and rail.
Intermodal terminal "Batajnica" will be
bimodal, linking road and rail transport. Activities intermodal terminals are
limited to rail-road transshipment containers.
Intermodal Terminal "Batajnica" will consist of several
functional parts that need to be constructed:
- Buildings for terminal operator, pre-check area (parking area), customs authority and custom warehouse;
- Road and Rail access;
- Parking spaces;
- Transshipment tracks;
- Truck loading/unloading and passing lanes;
- Handling and storage area etc.
The most important part of the intermodal terminal will be the handling area, which shall consists of:
- 3 rail tracks: 2 transshipment tracks for loading and unloading of containers and 1 additional manoeuvring track for the locomotive;
- 4 truck lanes: 1 passing lane, 1 loading/unloading lane, 1 reverse truck lane and 1 emergency lane;
- Container Stack: 3 container lanes for interim storage of containers, reefer containers, swap bodies and dangerous goods containers;
- Rail and Road connection/access.
The Final Beneficiary of the Intermodal terminal
project will be the Ministry of Construction, Transport and Infrastructure and
the City of Belgrade (Land Development Agency - Beoland) is the End Recipient
till the establishment of new public entity (terminal owner) which will become
End Recipient in the later stage.
A new public entity (terminal owner) will be established by the Government of Serbia/MCTI together with the City of Belgrade and will be the owner of the intermodal terminal and the terminal operator. Following the establishment of the terminal operator, the rights and obligations of the City of Belgrade (Belgrade Land Development Agency) will be transferred to the future public entity.
Construction of the Intermodal terminal in Belgrade, apart from the works contract and associated supervision contract (this contract), consists of another two contracts: supply contract for the procurement of the equipment necessary for the functioning of the intermodal terminal and service contract referring to technical assistance to a future public entity/terminal operator to manage and operate.
